I'm not a pro designer either but I do some web design for clients.  
I'm in rural Central PA and charge a flat $25 per hour.  Most have said 
that's cheap but it works for me.  BTW, where did you get the prefab 
php forum (for Mac)?  I need to put one together for a band that I'm 
working with (that's my full-time gig...musician).

My mother has asked my wife to design a website (using a web space 
provider,
not our server) and will pay her to do so. We're trying to figure out 
a fair
price to charge her for the setup time. My wife isn't a professional 
web
designer or anything, and this is for family. Anyone out there do 
freelance
web design? What do you charge for basic html and installing a prefab 
php
forum? We need to figure cost of setup, as well as occasional 
modifications.
Possibly some minor graphic design. What's the going rate?
