I do web php programming for a living.  Generally speaking I don't do 
the HTML, the visual design.  Most of my clients have a designer do 
that.  Anyway...  I charge $50-$75/ hour for my work depending on the 
client, size of the job etc.  Most of the designers I work with 
charge 30-50/hour.
$25/ hour sounds like a nice family rate.
PHPBB is a good forum package.  It's pretty easy to install and 
configure and it's high performance as well.
