That was the latest when I built the Docker images, and there's not a huge incentive to upgrade. Newer versions of the tools will support newer part families, but almost zero work goes into improving any already-supported part families. So Cyclone-V support in Quartus 17.1 will be pretty much exactly the same as 15.1. But if you'd like to upgrade, it's easy enough to install a newer version of Quartus and build one-off cores, or you could create a Docker image and push it to the Docker hub.
