I would like to express my support for personal certificates, because the
state I live in (Indiana) offers access to lots of informational databases,
etc. at http://www.inspire-indiana.net/ - the issue is that anyone who uses
a national or multi-state ISP needs a digital certificate to access the
system.

Many of these are databases that could normally only be used on site at a
licensed library or educational institution. It's an amazing resource to
have, but unfortunately it requires the use of Netscape at the moment.
