No, they didn't decree any such thing. The previous time this question came
up in late February (with the same questioner and answerers, by the way),
Jimmy Grewal of Microsoft replied:

Keeping in mind that was a few months ago so something may have changed.
If I had to guess I'd say personal certificate support is still unpopular
and not going to be included in IE/MacOS. But I don't speak for IE or
Microsoft.
