That would depend on the card, most of the cards I have installed in
LC IIIs have worked fine with just the Apple ethernet driver but you
can check the web site for the actual card you bought to see if a
driver is available.

I wouldn't go any higher than 7.6.1 (highly recommended) for that
machine, anything higher might be too slow or RAM hungry. You don't
need 8.1 to access HFS+ drives on another machine, just if the drive
is directly connected to your machine

Select ethernet in the apple talk CP for apple talk and the TCP/IP CP
for TCP/IP
