Hi Alex. I just read your blog post about the bugs in El Capitan and I found your post about the character counter bug in the Twitter share menu. I don't know if this really is a bug or not but if it is, try interacting with that character counter. For me when I interact with it it shows the number of characters remaining in my tweet. HTH.
