Confirmed that using ctrl f8 is awkward. Using VO commands is always reliable.

ctrl key to access the Extras menu in that way.  There appears to be two 
different reactions when using the Extras menu.  If you use the VO-m-m to 
invoke the Extras menu, then VO keys are required to move between menus and 
VO-space is required to open a menu.  When using the ctrl-f8 method, then arrow 
keys alone seem to work.
