OK some research on my personal machine:
1. control-F8 "no window has focus" Nothing is in the Voice Over cursor
vo-m twice nothing has keyboard focus Location menu extra is in the voiceover
cursor
Above is according to vo-F4 and Vo-F3 respectively.
I thought perhaps One password or Dropbox might be an issue, but the behavior
is the same after I quit these menu items.
It would be interesting to recheck vo-F1-4 after using the arrow keys and also
to ask somebody to check without VoiceOver what the behavior is.
