If apple were to license voices other than those they've created and put them on the Mac, I'd rather see them license Loquendo or A capella voices. Since the A capella once already work, its a paid add on that offers English voices as well as a bunch of foreign languages, if Apple wanted to add something, I'd like to see them go there and never mind Samantha. they have to pay for Nuance voices, so might as well pay for something that is worth the money.
