Hello again everyone, While it is good to know that I'm not the only one experiencing the problem, I wish that there were a way to duplicate it at will. Being able to do so would certainly make it easier for programmers to squish the bug.
The problem of lost speech sometimes occurs when I rapidly Command-Tab through running programs, and it also frequently occurs when I rapidly press FN+F1 to quickly get the brightness down to zero which, or so I have heard, is a great way to reduce battery consumption. I, too shall write to the Accessibility group and we'll all have to let the chips fall where they may. Spring is finally coming to Vienna, Austria, and it's about time!
