What needs to happen is for Apple to include basic scripts like this right 
inside vo, so there is no loading going on. All screen readers have keys to 
read time, date, and battery status, so vo should be no different. Instead of 
just reporting that reading the time can be very slow, I encourage you to ask 
for these basics to be built into vo from the start, avoiding the load problem 
altogether.
