never mind.  I just found them.  They were not where I expected them to be. 
They were associated with the properties for "all folders" and not with "IMAP
server".

I am tunneling all IMAP and SMTP through SSH connections.  I will try going
direct and see if that makes a difference.

nope.  I only have cygwin with gcc.  someday, I'll try to compile it locally
(with my copious spare time)
