I had a response from a human at 14:37 UTC today saying they'd adjusted the 
connection and throttling limits for all of my MTA IP addresses.  This 
change was not detected immediately but my servers are now sending 
correctly.  Hopefully their queues emptying will not trigger whatever limits 
are now in place.
