The best way to convert MapInfo to ArcXXX products is to use the Universal Translator in MapInfo. We have been using this for years in both directions and never had a problem. Note, though, that it only works on vector layers and not images. From 7.0 onwards it also creates a .prj file for Arc to use.
ArcView 3 comes with a separate Mif importer, but it does not work very well. I believe that ArcGIS uses exactly the same FME system that MapInfo uses for data conversion, but this is sold as a separate item so not many people have it. For those with the basic ArcGIS they can not read a TAB file (unless you get a shareware or freeware converter off the web), but can probably convert a mif. For anything more, like exporting from Arc, you have to buy the translation module. MapInfo, of course, can open Shape files without any need for translation (though not if you are in Version 6.x or older - how about upgrading? There is quite a lot in 8.0 that is useful).
