It is possible to create multiple layers in a map using the same table, and give the layers different label expressions/styles. It all depends on what you actually want to accomplish.
If you're going to print this map you should convert the labels to text objects using the LABELER tool that comes with MI. "Labels" are for viewing in a Map window only.
