I would highly suggest Maptitude to someone who is new, and to someone who has 
a tight budget. And, especially to someone who is not in a mixed GIS 
environment (i.e., you don't have to share maps with Arc users, etc., like you 
find in many governmental agencies).  If you are just working on your own, then 
Maptitude is an excellent, and easy choice.
