My understanding of this statement, with which I fully agree, is that state 
rather than private ownership  accelerates the development of the productive 
forces necessary to reach a higher stage of socialism. Hence, my objection 
previously on this thread to the use of "socialist market economy" to describe 
the present system in China and a preference instead for the formulation 
"predominantly state-owned economy" - one which is "transitioning" either 
forward to socialism or back to capitalism.
