Individually? As a class? Through the party?
The answer would be quite different. Already Lenin made clear repeatedly that the individual control wasn’t the right solution. We spent decades in debating if workers were really in charge in the post-revolutionary societies . I incline to think that the real issue is another one: who is NOT in charge? And the answer (both in the former URSS and in China) is : the bourgeoisie. The fact that this class doesn’t own the political power is not a detail. This is true for the USSR as well as for China, in my opinion. (Regarding the latter see for instance “Capitalism, alone” Branko Milanovic).
