The NED is the National Endowment for Democracy. And Hari is right to question that it "create[d] civil unrest in Hong Kong in 2019." The NED spent a few hundred thousand dollars mucking around in Hong Kong in the several years up to 2019. The notion that it caused millions of Hong Kong people to march in the street against PRC authoritarian rule is ridiculous. You can say they already had grown up in and absorbed an ideology of capitalist democracy, but to imply that they would have accepted Beijing shredding it but for the NED's propaganda and scheming is an insult to the masses.
