John, my experience with Seattle workers was slightly different, including hearing Rolf speak at the Seattle County labor council: his union and many of the HERE (Hotel workers) contracts sat below the proposed $15/hr. They didn't want to "hurt their employers" in part and, spoken quietly, embarrassed about having signed sub-standard contracts for years. I would argue that worse that this was the exemption for "small businesses" which in Seattle's case was employers with less than, if I remember correctly, 300 workers...which were over half the employers in Seattle! That small business exemption is, I believe, now null and void.
