Wow.. a little behind your email eh?
VPN is Virtual Private Network. Imagine connecting two businesses
over the Internet with encryption. Though you are running over the
Internet, this becomes a dedicated "virtual" network.

What are you using for your SMTP server on your Windows box?
Try this. When you are going to send an email that you know
will hang, send me all the logs that come out of your /var/log/messages
file.
- I suspect that the remote side is waiting for your
box to respond to IDENT traffic
- I also suspect that your linux box is having DNS issues

The MTU patch is integrated. I'd also recommend to update your
cablemodem MTU to 1500. Also, who makes your cablemodem?
I've never heard of a SLIP-enabled cablemodem before!
