Well it didn't work, but now I'am trying the method Lourdes suggested.
This is the file I use(is it correct?):

This is the line I use to invoke it in /etc/inetd.conf

That did't work either, I wonder why really small messages do get
delivered?
Also when I try to send a message from my linux masq box(with pine) I
get an email in return like this:

I think the ident problem was just a little part of the problem...:(
I think the SMTP server of my ISP is "refusing" bigger emails when
they come via my linux masq box. I there a way to "monitor" the
prossess both on my linux box and on my ein96 machine. Once when I
succesfully send an email when the modem is connected directly to the
win95 machine, en secondly when it is not deliverd when the cable
modem is hooked up on the linux box? Any suggestions pleaz?

Okee, I've set it to 1500 so far no problems. I've also switched from
diald to dip, because when the server is on the connection is always
up. But that last info is not of interest it is only making this email
longer...

Not that much better. As Bas Kelderman pointed out, I use an old serial
port for my modem. Nevertheless, I get the same throughput as friends
on the same network and when I connect it to my Win95 computer.
Usually about 5K/s. I haven't checked uploads yet.
