Conceptually when I have 3 dispatcheble loads I don't know why I must have
9 rows? Is it possible to explain it why only for reactive bids should be
equal to total number of loads and generators?

Have I repeat the values in 3 times or there is a criterion for adding the
reactive bids in this way?
