Assuming that the other 3rd party tools are installed you should just be able to build the jars and run Felix. Just don't build the 3rd party tools! Building the 3rd party tools without FFMPEG would take some doing to disable the build of ffmpeg. At least I think so... Matjaz would be able to tell you more on that front.
