IANAL, but I think that you will be bumping heads with the labor laws
there. Every hospital I have worked at, if I cash in PTO, it is paid at
the *current* rate, regardless of "when" the PTO was earned.

You could always make the employee start from 0 PTO whenever they got a
raise. Make them cash in their PTO at the old rate when they got a
promotion. I'm sure that would go over real well.

IAMAIK, Meditech doesn't track the "when" of any particular PTO hour.

I don't know if this is unique at our facility or not, but our employees
accrue PTO (paid time off) hours throughout the year.  An employee can
use this PTO as they need it or they can "cash" it in.  If they cash it
in, it is paid at their current rate of pay.  There's where the concern
lies....the PTO may have been earned at a lower rate of pay but paid at
a higher rate of pay because they can "cash" it in after an annual pay
raise.  Does anybody have any ideas how these earned hours could be paid
at the rate they were when they were accrued?
