This burden should be placed on the store.

The devices only carry the burden to allow add-on packages to have
dependencies to packages that are not yet installed but are available
from the same store.

This is a non-trivial requirement for the package management software on
the devices, and thus I think it is important to nail this down. It is
also nicely technical and we have a good chance to actually do nail it
down.

Nobody would be forced to have intra-store dependencies, but the devices
would allow it.

The question then is: What are the costs to allow intra-store
dependencies on the device and can we afford them?

(Community people, please excuse me saying "store" all the time. But my
hope is that with non-stupid stores that know about dependencies, MeeGo
Extra / Surrounds can look like a store to the device. Of course, there
is then still a lot to be said about how to organize the relationship
between stores and the community repository without causing a mess, but
I feel that allowing intra-store dependencies is an important first
step.)
