If we take as an example:

It looks like a non-license to me (IANAL); it points to something else:
a trademark agreement - which ( as discussed ) either is/was not there,
and/or is susceptible to random change in future.
When you find the linked 'Trademark' web page (is that really the
"trademark agreement" ?) it has no mention of anything except the
trademark's usage being permitted, which is potentially confusing:

accordance with the Linux Foundation Trademark Policy in association
with a product that has fulfilled all requirements of the MeeGo

The link (explaining the meaning of 'MeeGo') in that agreement points
to a bitmap image - which is perhaps a different mark to the 'MeeGo'
name, and of course others have discussed the inadequacy of the
compliance requirements.
I can appreciate the desire for a certain amount of imprecision /
wiggle room in a license, but to point vaguely to a website, that claims
that a related mark may be used in accordance with an unfinished draft
of a compliance spec seems to be an unusual approach to licensing
clarity. Personally I would not characterise it as a detailed license.
