Not sure at all if it's a good approach, but gnome-shell offers two translation values to translators that decide which (non-translatable) image files are displayed: Either use the image files with ON / OFF labels (for the string translation "toggle-switch-us") or with ◯ / | labels (for the string translation "toggle-switch-intl"). Quoting from the .po (translation) file: #. Translators: this MUST be either "toggle-switch-us" #. (for toggle switches containing the English words #. "ON" and "OFF") or "toggle-switch-intl" (for toggle #. switches containing "◯" and "|").
