The Nissan GQ Patrol has a lever adjustable brake bias control valve mounted above the rear diff and connected to the diff by a spring.  When the rear lifts under heavy braking, the spring tension increases, pulling the brake bias valve lever and lowering pressure to the rear brakes to counter rear wheel lock up.
This bias valve and lever could be mounted on the tunnel beside the driver, with the rear brake line running through it.  By fitting a screw adjuster to the lever you could make a fully adjustable rear brake system, operated from the drivers seat.
 
Or you can buy a similar device for about $140 from a race car equipment supplier.  Tilton make one and I am sure others are available.

I would have to add that the Mini is equipped with a brake pressure limiting valve. This unit can be very easily (read economically ) modified ( requires a hole, a thread & a bolt ) to provide brake balance controller.
 
I think that Richard Clough did some research /plans on trying the Nissan Patrol rear brake limiter also.
