AFAIK, It's the strut itself that is shorter, not the strut top.

They might fall out when you go over a bump and get airborne, or when
you jack up the car. Then when the car comes down, if the spring isnt on
the seat properly, things can get a bit messy :) And it's illegal to
have non-captive springs.
