Morning all!
I must admit Matt black is not the best idea in the
world! But whatever spins your wheels!
Thats correct you must sand back the "gloss" out of
the paint.  I would use 180 grit papper.  Prepare as
well as you can for this is where the finsh becomes
great or crap! 
Make sure is really really clean before you paint, and
also make sure you use the same paint type as as they
have! E.G 2pak = 2 pak etc etc etc
