The viscous pack contains the same material as used in clutch fans and when heated it thickens up to the point where it carbonises and goes to a watery consistency. I have not heard of anyone successfully replacing the fluid in either diffs or clutch fans.

They are pretty reliable. If so, the "Viscous Part" has a separate oil supply to the oil lubricating the crown wheel and pinion. It operates in a similar way to an auto's torque convertor or a viscous fan. Internal oil flow generated by differing rotation speeds is used to "lock up" the drive between the driving and driven components. If the viscous part isnt working, its probably leaked its (separate) oil supply. Uncertain if this is exactly how to fix it, but I would remove the viscous centre from the crown wheel. Before dismantling the viscous centre, check how much of the correct oil it should have inside, (it wont be a lot) and after dismantling how much it actually has. If insufficient oil, your viscous centre problem is identified, except for why the oil leaked out. If you can answer that, refill with the correct amount of the correct oil sealed into the viscous centre and reinstall on the crown wheel.
