They have proved in the USA that more car crashs are caused by people

I have no doubt about your experiences and I had little comment except for
Malcolm's "assertion" that drink driving crash statistics are somehow
propoganda.
The government here has demonised low level speeding and drink driving,
but when the figures are analysed more carefully the figures show that
inattention and inexperience are much more dangerous than doing 3km/hr
over the limit. Yet nothing is being done about it.
Imagine if all the speed camera cash was spent on compulsory advanced
driver training for all 16 year olds. Its a dream I hold but it doesn't
generate revenue nor does it generate a catch-phrase allowing the
government to THINK it is doing something about the problem.
And the police in this have become little more than compliant tax
collectors for the government. Hell I know I'd rather cop a fine than
have some senior copper put the wind up me. And I know which one is gonna
slow me down...
