Mitch,

They are sealed units, so access to the circuits is not available to put a
meter on them.. They have 24 LED's and screw into normal light sockets. The
light emitted is bright, clean, and "soft"white. When I went looking, I
found not all LED bulbs are soft white and in fact many / most are rather
harsh so you have to ask/look/demand the soft white feature. You will be
glad you did if you want to use them for normal household lighting.

You meter them where the electricity goes in.
In the case of threaded lamp socket bulbs, that's the threads and the center tip of the base.

If a full output (equal to a 60-100w incandescent) LED is cool to the touch they're a good step up from compact fluorescent.

I really wanted to like CFLs, but after using them for 12-13 years, I'm not impressed with the life, or the way they get dimmer over time, and especially not happy with the way some of them get very hot and smell like smoked electronics when they fail. I've never seen a failed CFL ballast shoot sparks/flames, but I've heard of it more than once.

Mitch.
