Mostly because some of the lines are 50 years old. We have to use them because so many people piss and moan if we want to lay a new line. You would not believe the hassles we have to go through to get just a short section of line replaced. They want the gas, but they do not want the line. In addition, developers build very close to the lines. This gets sensationalized when a leak occurs near a community. BTW, most of the leaks occur because of construction activity near the line not because of line failure. Backhoes have an instinct for locating gas lines.

Remember, we supply gas to the folks up North. I work for Williams Gas Pipeline, and one of our lines runs from Corpus Christi, TX, to NYC. If there was a major gas leak in a housing development, they would probably shut off gas to the development. If there was a major disaster, such as in New Orleans communities, the gas would probably be shut off to those areas.
