I did that with the block heater in the ASV trail groomer the snowmobile club 
has. We weren't sure it was working so I put the Kill-A-Watt on it, sure enough 
it was drawing 800 watts. That machine is terrible to start in the cold, the 
block heater is pretty much required.

On ours you can hear the gentle hiss when they're working.  If it's quiet
outside.  Otherwise, ammeter/wattmeter.  Kill-A-Watt is highly recommended,
and fairly cheap.  Dozens of uses!
