Maybe, but, cheap cars cause trouble and most people are unable or unwilling to do any work on them - especially true of the newer vehicles with complicated systems. Taking a car to a garage these days will usually cost close to a $1K even if it is not a major failure. People therefore find it easier to lease or buy a cheap new car and make a monthly payment that never goes away. They essentially rent a car forever but they have reliable transportation and for the most part, known costs.
