It seems like they just forgot to explicitly state that it has been promoted to core in version 2.0. However comparing section 4.1.8 of the OpenGL 1.5 and 2.0 specifications shows that it has been promoted to core. BlendEquationSeparate is there in the 2.0 spec, while it isn't in the 1.5 spec.
