You assume the incorrect product ordering. There are two tracks,
desktop and server. In each track you've got a free version (with less
features), and a for pay version with more.
Player (free) -> Workstation (pay)
Server (free) -> ESX (pay)
Server is not a step up from Workstation, it is a different target
market. Being their free entry, it is missing this feature (at least in
the 1.x versions)
