I think the point was “create a small business” then join a small business group plan, instead of a “personal” plan. If folks had money to go into business, they'd probably be able to purchase insurance outside of group plans, assuming it was available. For that matter, if they had money to go into business, they'd just pay CASH when they visited a physician or hospital. The point being THEY DON'T HAVE MONEY!
