My 94 died the other day going about 40 down the road. Timing belt is
OK. Jumping TEN to GND and turning on the key I get nothing, nada,
zilch. I swapped out the CAS just for kicks but no change.
Is there a test for a dead ECU? Should the CEL come one when the key
is cycled or when checking for codes?

Do you have power anywhere? If not, check fuses, including
the main fuse. If you do have power, check that the power
goes to and through any relays. The contacts on old relays
can become tarnished and high resistance. Contacts can weld
together, or open circuit.
Have power at the CAS, ECU, coils, injectors?
