A more sensible approach would be to install a smaller pump that is just large 
enough do the job. This would be far more efficient.

If you need the large pump for vacuum cleaning then install a second smaller 
pump that runs the circulation (0.5-1 HP should do it). 

Why do you need to run the circulation pump for long periods? Is this for the 
solar heating? 

If no solar installed then why not install a timer on the existing pump and run 
it say 15 mins every hour.

  I have a swimming pool with a 2HP electric pump that circulates water 
  through a 2" diameter pipe. I thought since I have this constant water 
  circulation while the pump is running that I could use a reaction
