Robert,
Where can you set flow control on a 951? Don't see it in the GUI
I did an export verbose on /interface Ethernet and still don't see it
set [ find default-name=ether1 ] arp=enabled auto-negotiation=yes
bandwidth=unlimited/unlimited disabled=no full-duplex=yes l2mtu=1598
mac-address=D4:CA:6D:DD:37:1C master-port=none mtu=1500 name=ether1
orig-mac-address=D4:CA:6D:DD:37:1C poe-out=\
auto-on poe-priority=10 speed=100Mbps

Have you set up another Mikrotik outside on your network and used the MT
bandwidth tests from the 951 to it? ( be sure and test using tcp
)... Also be sure and set the Ethernet ports to auto for tx and rx
flow control...
