OK,  These routers were on 6.7 which didn't have the options for flow control.  
We upgraded to 6.15 and now they do!

So, will try setting to flow control and see if it makes a difference.

Is the interface queue being set to "only-hardware-queue" OK or is there 
something more optimal for speed
