I think not a 'pre-existing devious force'. It is a force resultant of mankind's actions. As an entity we create and give power to, it uses Rule to perpetuate the wrong doings of Society, by overruling Right. I don't believe man has a negative intent, it is a product of the 'direction' of Society. (The negative intentions of individuals are simply bad.) This is my privy point of view ( re. 'direction'), the many different definitions of Evil allow many others.
