In a world without rational agents no moral evil would happen. But
there could be physical evil without man. If evil is understood as the
privation of some perfection due a being, than any sickness, accident
or death would be physical evil, even if not willed by a personal
being.

In fact I suppose there must have been such physical evil, before man
was.
