I think the relation between trust and efficacy is important, individually and collectively. Trust, however, I think, is developed intrinsically first. Trust and trustworthiness go hand and hand. A trustworthy person is more likely to trust and have a higher degree of efficacy or ability to act effectively. A team of trust worthy people can do anything, like the old adage, get the right people together and anything can be done. I have found that the "right" people can be any number from 2 on up, as long as they are trustworthy and efficacious.
I can see in the US a growing cynicism and skepticism toward government, and this may be more a reaction to economic times, we tend to fall a few memes and kick into survival mode during crisis or threat.
