I've lived in both Berkeley, California and Oakland, Californa -- neighboring communities that are worlds apart. Berkeley is an intellectual community where the average citizen has at least a Bachelors and quite often higher degrees. The Berkeley police are required to have at least a BA in one of the humanities and are well- trained in community relations. They excel at handling domestic disputes and other similar situations and you never read about police brutality in Berkeley. The Oakland police on the other hand require only a high school diploma or GED and are well-trained in SWAT and riot control tactics. Oakland is about 80% uneducated minorities and the majority of whites in the community are wealthy and live up in the hills rather than down in the flats. There is much crime, violence and gang activity in Oakland and their police excel at keeping mass violence under a modicum of control though there is little that seems possible to keep crime under control. The anecdote is that on the rare occasions when Berkeley needs riot control they have to call the Oakland police for assistance because they are unable to handle it themselves.
