In quantum theory the answer can be yes and no at the same time. It only falls into a definable state once it's been examined. I guess in some situations the same could be said of the macro-universe as well.
It seems fairly common that you don't really know what you're going to say or do in a given situation until the moment arrives when you actually have to take some kind of action.
